Public Speaking Time/Open Session In accordance with paragraph 2.32 of the Committee Procedural Rules and Appendix 7 to the Rules a total period of 10 minutes is allocated for members of the public to address the Committee on any matter relevant to the work of the Committee. Individual members of the public may speak for up to 5 minutes but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given. Minutes: There were no members of the public present. |

Revised Statement of Gambling Principles To consider the revised Statement of Gambling Principles. Additional documents:
Minutes: The Committee considered a report regarding the Council’s draft revised Statement of Gambling Principles.
The Gambling Act 2005 required Local Authorities to prepare and publish a statement of the principles that they proposed to apply when exercising their functions under the Act.
The Council was required to review its existing Statement of Gambling Principles and publish a revised version every three years. The review included a statutory consultation exercise with stakeholders identified within the Gambling Act 2005.
RESOLVED
(a) That the content of the revised Statement of Gambling Principles, as set out in appendix 1 to the report, be approved. That Council be recommended to formally adopt the revised Statement of Gambling Principles for 2019 to 2022. |

Review of Licensing Fees and Charges To consider a report seeking to increase the licensing fees and charges for the issuing and renewal of licenses, consents and permits issued by the Licensing Team with effect from April 2019. Additional documents: Minutes: The Committee considered a report seeking approval to increase the licensing fees and charges for the issuing and renewal of licenses, consents and permits issued by the Licensing Team with effect from April 2019.
Some fees were set by statute or regulations, while others could be set by Local Authorities in order to cover the cost of administration, compliance and some elements of enforcement. Where the Council had the discretion to set fees, they were subject to review by the Licensing Team and confirmation by the Licensing Committee.
RESOLVED
(a) That the fees payable as set out in appendix 1 to the report be confirmed.
(b) That the Licensing Team Leader be authorised to publish the Hackney Carriage and Private Hire Licensing fees in accordance with the relevant legislative provisions.
That authority be delegated to the Director of Planning and Environment to consider any objections received and determine the final fees payable, in consultation with the Chairman of the Licensing Committee. |
