Prior to the commencement of the meeting, the Chairman informed Members of the sad news that Colin Priest, GMB representative, had died.  Members and Officers paid tribute to Colin and as a mark of respect stood in a minutes silence in his memory.

Apologies for Absence

Minutes:

Apologies for absence were received from Councillor D Topping, Councillor P Mason, Kevin Bradbury, Paul Gibson and Craig Nicholson.

Declarations of Interest

To provide an opportunity for Members and Officers to declare any personal and/or prejudicial interests in any item on the agenda

Minutes:

Councillor D Flude declared a personal interest being a retired member of UNISON.

 

44.

Public Speaking Time/Open Session

A total period of 10 minutes is allocated for members of the public to address the Committee on any matter relevant to the work of the Committee.

 

Individual members of the public may speak for up to 5 minutes but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.  It is not required to give notice of the intention to make use of public speaking provision, however, as a matter of courtesy, a period of 24 hours notice is encouraged.

Exclusion of the Press and Public

The reports relating to the remaining items on the agenda have been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Committee may decide that the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1 and 4 of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

HR Update

To consider a report on the progress with Human Resource Issues

Minutes:

The Head of Human Resources and Organisational Development, aided by the HR Organisational Development Manager and Corporate Health & Safety Manager, presented a report which provided a general update on Human Resource issues, including Health & Safety, Organisational Development, HR Delivery and HR Policy and Strategy.

That the report be noted.

To consider a report reviewing the Trade Union secondment arrangements

Minutes:

The Head of Human Resources and Organisational Development presented a report reviewing the Trade Union Secondment Arrangements.

 

RESOLVED:

 

That the Trade Union Secondment Arrangements, proposed by the Head of Human Resources and Organisation Development, be agreed.

Minutes:

The Trade Union representatives raised issues relating to the following matters:

  • Cheshire East Redundancy Position

 

The Chairman reported that this would be the last meeting for Anton Woolford, Trade Union representative for the Association of Education Psychologists, as he would be retiring from the Council next week and paid tribute to him for his work in relation to staffing matters.  The Chairman also paid tribute to Pauline Mason, Trade Union Representative for Aspect who had retired recently.
