That Councillor A Moran be appointed as Chair.

The Sub-Committee considered a report for an application for a new Premises Licence for GOAT, 1-7 High Street, Nantwich, CW5 5AW.

 

The following attended the hearing and made representations in relation to the application:

After a full hearing of the application and in accordance with the rules of procedure, the Chair of the Sub-Committee reported, that after taking account of:

 

·         The oral and written representations made by all parties to the hearing.

·         The licensing objective of the prevention of public nuisance.

·         The Secretary of State’s Guidance under the Licensing Act 2003 (Dec 2022).

·         Cheshire East Council’s Statement of Licensing Policy.

 

The following course of action had been agreed:

 

RESOLVED: (Unanimously)

 

That the application for a premises licence be GRANTED subject to the application as set out in the Operating Schedule accompanying the application, and subject to the additional conditions recommended by the Police Licensing Officer, and subject to any mandatory conditions that must be included on the licence in accordance with the Licensing Act 2003.

 

Opening hours

Sunday – Thursday 10:00-00:30

Friday – Saturday 10:00-02:30

 

Additional conditions:

 

1.    An effective CCTV system should be installed at the premises and the images recorded by the system shall be retained in unedited form for a period of not less than 30 days and made available to the Police upon request.

 

2.    There shall be in place for the premises a Challenge 25 proof of age scheme to prevent the sale or supply of alcohol to persons under 18 years of age.  The policy shall require any person who appears to be under the age of 25 to produce a recognised proof of age card, accredited under the Proof of Age Standards (Pass), or, if a proof of age card is not available, a photo driving license or passport, to prove that they are over the age of 18 years.

 

3.    Two SIA registered Door Supervisors shall be employed at the Premises on Friday and Saturday evenings from 20:00hrs, along with Christmas Eve and New Year’s Eve.  When such staff are employed:

 

A written record shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor in a register kept for that purpose.  That record shall contain the following details:

 

·         The door supervisor’s name, date of birth and home address;

·         His/her Security Industry Authority licence number;

·         The time and date he/she starts and finishes duty;

·         The time of any breaks taken whilst on duty;

·         Each entry shall be signed by the door supervisor;

·         Records of all incidents taking place in the venue.

 

That register shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
