The Economy and Growth Committee, at its meeting on 9 September 2025, considered a report on the Garden Village Handforth Delivery Strategy.  The Committee resolved to

1iv.     To commission Ringway Jacobs Ltd via the Council’s Highways Service Contract to provide project management, commercial support, technical approval and site supervision inputs into the construction, detailed design, and rescoped preliminary design.

2.       Delegate authority to the Executive Director of Place to take all actions necessary to implement the actions approved by this Committee in consultation with the Executive Director of Resources and the Director of Governance and Compliance and the Chair and Vice Chair of the Economy and Growth Committee.

The design and construction of the initial preparation and infrastructure at Garden Village is technical, complex and requires specialist clientside expertise that is not available within the Council. This project management and commercial expertise is needed to ensure that the design process is managed effectively and is efficiently delivered so that it meets the requirements of the overall Garden Village scheme in terms of cost, quality and programme.

To appoint specialist project management and commercial support for the design and delivery of the initial preparation and infrastructure works at Handforth Garden Village.
