Welcome and Apologies

Minutes:

Apologies were received from Chris Driver, Pat Featherstone, John Handley, Dale Langham, Maurice Palin and Linda Rose.

 

It was reported that Mike Taylor, Public Rights of Way Manager would be retiring from Cheshire East Council at the end of June.  The Forum wished him all the best for the future.

The Forum considered the updated strategy for the Cheshire East Council’s Local Transport Plan, which was being consulted on until 25 June 2018. 

 

The Chair had circulated to Forum members a draft response to the consultation and had asked for any comments on the draft to reported at the meeting or sent in advance so that a final response could be agreed.

 

Comments received included there was little mention of recreation aspects of transport and that the emphasis was on walking and cycling, with little mention of horse riding and carriage driving.   It was also suggested that reference be made to the Forum’s Neighbourhood Plan guidance note for countryside access.

 

It was agreed that these suggestions be included in the Forum’s response, which would be finalised by the Chair and Genni Butler and circulated to all members.

Communications

Minutes:

Following the last meeting there had been a report in the Middlewich Guardian on the Forum’s consideration of the Middlewich Eastern Bypass proposals.

Rural Road Safety Working Group pdf icon PDF 54 KB

Minutes:

A report by the Chair had been included in the agenda which considered how the Forum would contact MPs regarding rural road safety, rural road speed limits and driver behaviour.

 

It was considered that changing driver behaviour would be the most effective way of improving road safety in the countryside, with raising awareness of the danger of inappropriate speed and the risks faced.  It was noted that the one of the visual models in the theory part of the driving test related to rural conditions.  A suggestion had been made of reducing the speed on roads that did not have lines in the middle of them to 40 mph. 

 

The Forum agreed to continue to use evidence based lobbying and to lobby Cheshire East Council and other bodies when there was an opportunity to do so in relation to specific local cases, rather than pursue national culture change aspirations.

Access for All Working Group

Minutes:

Ivor Williams reported that the Forum had written to Access for All UK with details of possible venues and dates for an event similar to the one Access for All UK  had organised last year.

 

The Access for All UK team had put together a video which showed what had taken place at the Access Exchange event – which can be viewed by clicking on Video.

 

The Forum discussed possible sources of funding for an event with suggestions of contacting the Visitor Economy team at Cheshire East Council and also looking at the Council’s grant funding scheme.

 

Forum members were asked to let Ivor know of any suitable venues and other funding sources.

Waterways Working Group

Minutes:

An approach made to South Cheshire College regarding a proposal for a tourism student to work with the Forum in this area had not been responded to.

Other Reports

Minutes:

New Homes Bonus Community Fund

Rhoda Bailey reported that the Cheshire East Cabinet, at their meeting on 12 June 2018, had approved a scheme to provide funding that would assist communities where new housing developments had been built.  The fund, which provided a total of £2m up to 2020, would give local communities an opportunity to present their ideas for projects to Ward Members and Town and Parish Councils for consideration. The best ideas would go to Cheshire East Council for approval. The minimum grant figure to be awarded for these projects was £10,000.

Rights of Way Improvement Plan pdf icon PDF 81 KB

Minutes:

Genni Butler reported on the Rights of Way Improvement Plan.

 

An update on the projects being delivered under the Improvement Plan was provided and included updates on:

·       Sandbach footpath between Station Road and Clifton Road – work scheduled for summer 2018

·       CAMS Web Portal – new contract being drawn up to include web portal as a future option

·       Planning – use of S106 contributions.
